Ok. This thread is over a year old. But I have a great Avatar Creating Program ... It's called Fireworks. It's kinda complex to use. I actually haven't figured out how to do alot of the different affects and things.

Download Fireworks MX at http://www.macromedia.com It has a trail edition you can use for 30 days.
